The reunion order gives the story its route.
The published Honeyglow Woods story begins with Winnie the Pooh, continues to Eeyore, and then reaches Piglet. Each friend is separated by the fog and the mystery around the Everoak. Following that order helps the new land read as one connected journey instead of three unrelated character unlocks.
After the Woods story progresses, all three can be invited to the Valley. Each has an individual home, Friendship Quests, and rewards, so the Adventure Pack continues to matter after the first visit through the gateway.
